Commission approves FY 2020 budget

During the Aug. 9 Shelby County Commission meeting, the Fiscal Year 2020 budget was approved, which included a two percent cost of living adjustment to the pay plans for county employees. That increase will go into effect on Oct. 4.

The operational general fund budget will increase from $60,437,221 in 2019 to $64,150,555 in 2020. The total revenues jump from $113,383,749 to $119,847,706. Part of the increase in revenue for the Highway Department ($1.2 million) is due to the Rebuild Alabama gas tax and federal aid. 

Shelby County CFO Cheryl Naugher said the largest increases in revenue were in property tax and sales tax. 

Nine new full-time positions are expected in FY 2020. Four Sheriff’s Office Deputy Positions, which will be funded from the commission’s general fund. Three full-time positions will be funded by the City of Chelsea and the town of Wilsonville will fill one deputy slot. 

Also, due to an increase in activity, a full-time revenue assistant position will be added in the property tax commissioner's office (increasing from a part-time position). 

During the roads and transportation report, County Engineer Randy Cole said that discussed three new contracts including:

-Intersection improvements and a roundabout at CR-87 and Weather Vane Rd. at a cost of $1,139,800. This is a project between the State of Alabama and the Shelby County Commission.

-Construction of a new bridge on CR-52 over Cahaba River from Old Cahaba Lane to Oak View Lane at a cost of $8.1 million. Funding will come from $500,000 in Federal ATRIP funds, over $6 million in Federal MPO funds and Shelby County will pay $1.6 million. 

-Intersection improvements at CR-52 and CR-93 at a cost of $1,303,910.19, with $1,043,128.15 coming from Federal CMAQ funds and $260,782.04 from Shelby County.

The next Shelby County Commission meeting will be Sept. 23 at 6 p.m. at the County Services Building in Columbiana.
