The Chelsea City Council on Tuesday, Sept. 15, plans to consider a proposed $28 million budget for fiscal 2027 and a renewed law enforcement contract with the Shelby County Sheriff's Office.
The budget proposed by Mayor Cody Sumners calls for the city to spend $28.2 million in fiscal 2027 but take in only $23.3 million in new revenue. The proposed budget would utilize $5.5 million from the city's reserve fund to cover the balance, with most of that money coming from bond proceeds for capital projects and state gas tax money for road projects.

Also on the agenda is a resolution authorizing Sumners to renew the city's contract with the Shelby County Commission for law enforcement services through the Sheriff's Office. The 12-month agreement, running through Sept. 30, 2027, with automatic annual renewals through fiscal 2029, calls for the city to pay roughly $1.73 million for its first year covering 12 contracted deputies and money for criminal investigations. Overtime would cost extra. The contract also opens the door for the city to hire its own school resource officers beginning in August 2028.
The council will also consider:
- Authorizing the mayor to execute an agreement for BrainCo Technologies to provide the city's Building Services Department with commercial plan review software
- Approving a restaurant retail liquor license for Waldo's Chicken and Beer
- Raising the city's assessment letter request fee to $50, plus a $50 expedite fee for last-minute requests
- Adjusting Chelsea Fire & Rescue's ambulance transport billing rates in response to a new state law requiring insurers to treat licensed ambulance services as in-network providers
- Authorizing maintenance agreements with TK Elevator, Taylor Generator and Vanguard Cleaning Services for city facilities
- Declaring surplus city property (including outdated office electronics) and authorizing its disposal or sale
- Establishing rental policies and fees for use of the Senior Lodge
- Establishing a new employee classification and compensation plan for the city, effective Oct. 1
The City Council has a work session planned for 5 p.m. and its action meeting at 6 p.m. Both meetings are at Chelsea City Hall at 11611 Chelsea Road.
