The Shelby County Planning Commission on Monday, Sept. 21, plans to consider amended plans for a new residential development off U.S. 280 next to Highland Lakes.
The Planning Commission in 2025 approved plans for four apartment buildings (up fo four stories) with 188 units, but now the developer, Bryson Stephens, is asking to change the plans to allow for 31 two-story townhome buildings with 130 total townhomes.
That would reduce both the height of the buildings and the number of units by 58, and it also would maintain at least 300 feet of separation between the buildings in this complex, to be called Oak Mountain Heights, and single-family homes in Highland Lakes, according to a report put together by Shelby County’s Department of Development Services.
The number of parking spaces also would be reduced from 282 to 235.

This is the site plan for 31 buildings containing 130 townhomes on land just off U.S. 280 and next to Highland Lakes.
The property is right next to U.S. 280 between Oak Drive and Salser Lane. There are single-family homes to the north along Sunrise Lane, Oak Drive and Oak Trail, and to the east and northeast in Highland lakes and to the south along Chevy Lane and Salser Lane. Also to the south are undeveloped or redeveloping properties at the intersection of U.S. 280 and Shelby County 41.
Across U.S. 280 are properties that include Ebsco Industries, Skelton’s Heating & Cooling, North Shelby Baptist Church, The Narrows commercial property and Narrows Reach townhomes.
The Planning Commission also on Monday is scheduled to consider:
- A request to divide 5.8 acres in the Eagle Point subdivision into two lots and divide 20 adjacent acres into a five-lot subdivision to be known as Buckhorn Ridge Estates. The property is at the stub of Eagle Crest Road and along the ridge continuing toward Eagle Point Drive. The property in Eagle Point is zoned as an R-2 residential district, which matches other homes in the Eagle Point subdivision, and the adjacent 20 acres is zoned as an A-1 agricultural district. Adjacent communities include Eagle Point, Griffin Park and Buckhorn Valley Estates.

- A request to divide 21 acres at 130 Old Oak Cove into two lots to be known as the second phase of Narrows Ridge, with each lot to be about 10 acres. The property is heavily wooded and undeveloped and originally was part of a 41-acre tract, but half of the land was annexed into Chelsea in 2019. The Narrows residential community is to the north and east, and to the west and south are single-family residential developments with average lot sizes of 5 acres or more.
